Overtuned

This is Halfweight from Drow of the Underdark on steroid, +5 Max Dex, -5 ACP and count as non-armor seem really over the top here. Since it count as non-armor it allow wizards and monk (the good versions) to benefit from the heaviest with no drawback, feat or class feature investment whatsoever.
