Indra's Undying Rule[edit]
"By my Will the skies be coaxed. By my Hand the earth be torn."
This orichalcum and obsidian fashioned sceptre is an icon of dread from a time long past, and the symbol of the ancient cult of Indra, God of rain and thunderstorms. Its head is shaped into the warped likeness of one of the devagati, with sharp, onyx wings fashioned in the shape of jagged lightning. This sceptre, along with the amulet Indra's Ceaseless Wrath, and the circlet Indra's Vengeful Crown, makes up a trio of ancient and powerful magical items called the Thunder God's Regalia.
The wielder of this sceptre is capable of commanding the powers of weather and lightning to devastating effect. The sceptre itself acts as a +5 staff of evocation with respects to spells with the Electricity descriptor, and all electricity effects channeled with the sceptre as a focus are tinged with foreboding and erratic black lightning. While Indra's Undying Rule is wielded, any evocation spell with the Electricity descriptor may be prepared or spontaneously cast with a spell slot 2 levels lower, though he must still be able to cast any such spell at its intended level, and any creature damaged by the wielder's electricity effects becomes shocked, as per the bolt of Indra spell, for 1d3 rounds.
The wielder of Indra's Undying Rule gains the benefits of the Secret of the Black Lightning feat.
Finally, the wielder is capable of partaking with the essence of lightning, traveling through lightning itself. Whenever he casts an evocation spell with the Electricity descriptor, he may increase the casting time to a full-round action, and instantly move to any point within the area affected by the spell as per a dimension door spell.
