You will be the toppest of all hats here. Any large hats will be dwarfed in your presence.
This top hat is posh and fancy, and has a special ability. As a free action on your turn you can adjust the height of the top hat anywhere from an inch tall to up to 20 ft high, while being as stable on your head as a normally sized top hat. It's still just a top hat, so it cannot support anything heavier than 1 lb on top of it and still manage to extend or contract or exert more than 1 lb of force.
Rarely comes in the form of Pope Hat and Top Crown.
