I don't think I can get behind the lack of the save here. Immediate actions are a major resource for many builds, including ToB initiators, and just completely countering that without any means of resistance is not appropriate. What makes it worse is that you can avoiding targeting your own allies, meaning that you can completely axe this important strategic resource without any drawbacks for your own party, any chance of failure, or even the possiblity for your opponent to counter by using the power back at you, since that would require an immediate action, which they now can't access. I understand wanting to write an explicit counter to contingency or time-stop, but eliminating all immediate actions hurts martial characters just as much as spellcasters.
