I absolutely love the idea of being a power hungry noob wizard calling down ultimate arcane power on his enemies only to miss by several stone's throws, but since, mechanically, the actual meteor does not exist and there is no actual effect for being hit directly, this power automatically falls short of my liking of it. Equally unfortunately, the insane time it takes to manifest this power offsets its power for being so low level at the cost of making it absolutely useless. The only way you'd do damage to anyone with this is if you were to drop it on whatever's the historical fantasy equivalent of Woodstock (which is probably Woodstock, to be honest), where everyone's too drunk, stoned and sexed out of their grill to see it coming for two whole days. What saddens me then is that there is no way to spend power points to lessen the manifesting time. That seems like such a wasted opportunity.
