I'm not sure that Jade Archer as a feat is really Moderate balance.

Balance Assessment

I'm not sure what to make of this.

A Psychic Warrior can take this at level 11 by spending four feats on Psionic Shot, Fell Shot, and Psychic Meditation to make this viable. Psionic Shot and Fell Shot are basically costs since they can't be used at the same times as this.

In return, you get a 50% chance to ignore Wind Walls and the like by basically taking a single shot as a full-round action. I'm not even entirely sure that it's actually worth taking after its prerequisites; it may be objectively underpowered by requiring prerequisites (like Fell Shot) that hit a higher balance point than it does. It looks more like a fire through walls / people / armor ability, the wind thing is semi minor and far from the most interesting thing you can do. It calls out deflect as one of the physical things that would block an arrow and thus be subject to the feat, so it looks like it has a 50% chance of skipping the deflect. You could also use it to ignore armor and shield and deflection bonuses, since those are physical things that would deflect the arrow if your attack roll was insufficient, or entire people in the way of your target (up to the total distance of 5' before the % drops), but that's a particularly loose reading of the ability.
