This is SO broken, I can't even know where to start to! Gain bonus on CL checks hequal to half of your CL? And if it's already 40? Who would oppose you? Even gods wouldn't dare! 2 metamagic feats for the cost of one? Wow. That's a cheat beyound reason. And the last one is actual cream of the crop...

Scaling

There's been a lot of talk over at TGD about metamagic scaling. The general consensus is that scaling with caster level is a bad call. There are too many feats that can modify your caster level and get you these benefits early, or class based spell casting that causes your CL to progress in a weird way. The first power this feat grants scales way too high for my liking. Half caster level is too much, I believe. -HarrowedMind (talk) 14:54, 2 September 2013 (UTC)
