Not a bad template to add to a group of people as a DM when your characters are opd.

To the IP which keeps changing the LA

Stop that. If you want to change someone else's work it's proper etiquette to discuss it on their talk page why it should be that way. Nevermind your edit doesn't make sense, this is obviously an overall benefit and therefore it deserves a level adjustment. The LA should not be a required adjustment because of the downsides presented within the nephilim race. They have adjustments to their base stats, yes, but what is being ignored with your template is the disadvantage of not being able to be accepted in public based upon the appearance of their wings. Common socioty would not allow such a creature to roam it's everyday streets. They also would be attributed to their respective heritage automatically by common thought. Giving a predigus* (sorry I can never spell that correctly) against them.
And on a side note I have a personal question for you. Based on your design, if the template were to be applied to a Tibbit, would both forms, humanoid and feline, have wings or just one?

Hi Irot. Where are you seeing that they are not accepted by the public. In fact under organizations, "As base creature. Their massive size and power usually gives them a social boon in their civilizations however, so they often assume roles of power." This is irrelevant though, since even if they had some sort of social rejection associated with them, that is a fluff disadvantage which has no mechanical standing. You can't balance on fluff, since fluff changes from setting to setting, but a mechanical penalty like -X to Cha checks is universal.
The benefits are plentiful, so this template cannot be free. Since the benefits are not all-encompensing in power, I feel it only requires an LA of 1, what with the scaling abilities. To further show the example, if it was LA 0 you'd have to justify how a Nephilim Human (or any other race) was equal to a non-Nephilim race. I assure, with Powerful Build, +4 Strength, -2 Dexterity, +4 Constitution, and flight you can't do it.
On Tibbits... if memory serves their natural form is the humanshaped one, right? Polymorphing type effects usually say you lose gross physical changes in lue of the new form, so presumably the wings would be lost. It would be no big deal however if the DM let you keep it.
