At level 7 (to get Patron Witch 4 spells), fighting 3 HD humanoids in a large group is like, well, they're CR 1 monsters individually (maybe CR 2 if PC classed with good equipment). They aren't a challenge by themselves. They're mooks. As for non-combat challenges, like a merchant or a guard at a gate, or a bar full of people (if you're malicious I guess, unless its a bar of jerks, whatever situation doesn't a big deals), expending a 4th level spell to bypass a social situation is totally a thing. You can do that with like, charms and hypnotism and stabbing or whirlwind attacks whatever. The result here is interesting and while permanent duration things can be scary, they already exist, and at lower level. If anything comes up on this, there will be an update from me.

This is a "Save or Lose" against mooks. At 7th level, 3rd level minions pose no threat to you and you start getting Save or Dies anyway. I am fine with this, and it does provide the classic niche of "Witch turns the villagers into pigs".

Something that affects that many targets and is save or die regardless of it being a lower hd limit and caster level based seems to me that it should be a level 5 or even 6 spell

I will note that deep slumber exist and is a SoD too at a lower level, with a HD limit that is both more and less generous. But that unlike deep slumber, this spell is typelocked. --Leziad (talk) 16:10, 18 January 2019 (MST)
