This seems a fairly versatile low-level save-or-suck, useful against a variety of opponents.
My only quibble would be to either change the augment cost for the additional -1 to attack from 4 to 3, or keep it at 4 and increase the penalty to -2, bringing it in line with the penalties from such spells as Bestow Curse. |

The attack roll penalty augment costs too much. For +4 I'd expect something like another 5ft. move required.
The actual power is kinda cool in that it hurts casters (that want to avoid AoOs or cast defensively) and it also hurts attackers. It's probably fair for a power in balance, but it doesn't stand up to 1st level spells. That's fine imo. |
