Cost Reductions[edit]
Just as a note, it is incredibly dangerous to alter the costs of enhancing magic items with just a blanket statement. As is, the Bone Shaper can make any bone weapons super cheaply and incredibly powerful. At level 15, essentially the only resource a Bone Shaper needs is time to make the whole party as many +10 equivalent weapons as they want, and 9 of those plusses can be for fun stuff rather than mechanical stuff, since they have a scaling bonus to hit that's basically a permanent GMW but extraordinary.
I'd probably suggest Hardened Bones works for weapons they use, and honestly just make it a scaling enhancement bonus. Cost Effective should give something like a number of floating pluses they can give to their weapons that can be reassigned but that only work for you.
As a last note, this isn't really a High class. Depending on how time is dealt with in your games, it's either Moderate (if you don't have crafting time very often) or Unquantifiable (if you do).
