It kind of surprises me that what... 19 years after 3.0e came out that people still have difficulty reading racial entries with the confusion between LA and ECL. So, for readers still sticking along at this point, the base version of the race has two levels of fey it starts out with, which account for base racial traits and (effectively) two class levels worth of features. So, playable out of the box with no class levels, you can play it at level two and get your first actual class level at 3rd level. It has an ECL 2 because of this with no level adjustment. I don't know if this is enough of an explanation, but if further elaboration is needed, I'm sure someone can. As a final note: I've never actually gotten a chance to use this race in any game I've ran or played in.
