This black collar has a red jewel in the middle, which lights up as the animal its connected to starts vocalizing.
This collar can be connected to any creature and it will translate the creature's outer thoughts and place them in audible format. Each collar is linked to one particular language which the collar translates into, usually Common. While this allows speech, low intelligence creatures such as animals and mindless creatures such as constructs don't usually have much mental capacity to speak except in simple terms, and in case of the mindless they usually have nothing more on their minds beyond biological instincts or their instructions.
They also sometimes come in the form of top hats, which are particularly popular with raptor owners for some reason.
Prerequisites: Craft Wondrous Item, detect thoughts, speak with animals, must speak the imbued language.
