:: The thing is that it still breaks the action economy, which is too strong for a race. 5e has a very limited amount of power that races can have when compared to what classes can do. In fact, let's take your example; a Dvati mastermind rogue who gives themselves advantage all day long, using their bonus action on their other twin. 3 levels in a class wasn't meant to be able to do that, yet a Dvati can do so easily, which is quite a bit too much for a race to do.
