This race breaks the action economy; for example, if the Dvati is a sorcerer, they would be able to cast two spells each round using Quickened Spell. They can also give themselves free advantage on attacks all day long something even the Arcane Trickster doesn't get without spending 13 levels and wasting their own bonus action. :Reduced Dual Action to 1/long rest. At 5th level, it changes to 1/short rest and is no longer at disadvantage. As for Helping and Protecting each other, a pair of 4th-level characters with 3 levels into Mastermind Rogue and 1 level into Fighter could be a much more terrifying force on the battlefield when side-by-side; This is just a Lite version of that, playable by one player.
:I have also addressed the spellcasting concern; Only one twin may cast spells in any given turn.
