All four arrows hit the same target but with different attack rolls, however if the first arrow misses then the next arrow takes a -2 penalty on the attack roll, but if an arrow hits the next arrow instead gets a +2 bonus to hit and damage. All four arrows apply the full bonuses from the Precise Aim class feature.
