Make a ranged touch attack against the target and spend some amount of energy. If it hits and the amount of energy the target spent in the last round isn't more than 2 greater than the amount of energy you just spent, the target's Energy Per Round value becomes 0, and cannot be increased.
Sustain: Sustaining the Energy Per Round value reduction for 3 more rounds takes a move action and 2 points of energy.
Tie Off: Tying off Shielding takes some number of minutes and the same number of points of energy. The target may attempt a Will save once per minute to undo Shielding — Shielding will only be undone after 1 consecutive successful Will save per point of energy you spent.
