The privacy hat is any hat, typically wide brimmed and traditionally in the style of a pointed yellow witch hat, which casts a supernatural shadow over the face (while simultaneously causing the eyes to glow to contrast the darkness). The darkness is potent enough to hide the face even when exposed to direct bright light. The darkness does not inhibit light spells, light damage, or being blind in any way.
Someone had a sense of humor about the hat too, for when the hat is removed accidentally or by force, there is always another hat below it (and the hat removed fades away, it becomes an illusion). Indeed the hat can't be removed without first speaking the command word to disengage the hat and its effects from the user.
The privacy hat is popular amongst wizards of the black arts. The anonymity it brings helps relieve the social pressures their profession brings, though it does not cloak other aspects like the sound of their voice or other body features.
