This spell operates as dispel magic, except that the maximum caster level on your dispel check is +0 (not +10), and neither area dispel nor counterspell is possible.
Even though it lacks a counterspell function, lesser dispel magic is still capable of countering lesser refresh magic (this is an "oppositional relationship" counterspell, like the ability of slow and haste to counter each other).
