This spell conjures upon a pale blue lightning bolt, which cools anything it touches. Any creature in the area take 1d6 damage per level (maximum of 15d6), half of which is cold and the other half is electricity. A creature may attempt a Reflex save for half damage. A creature who fails the Reflex save is immobilized and staggered for 1 round. The frozen lightning leaves any grounded squares within it area covered in ice as per the sleet storm spell, which melts normally.
