This acts identically to Incendiary Cloud except creatures in the cloud must make a fortitude save each round or be blinded while in the cloud and for 2d3 rounds after leaving. A successful save leaves the creature dazzled while in the cloud and for 3 rounds after. This ignores spell resistance.
