This spell conjure hyper-oxygenated air as fuel and immediately ignites it, causing a tremendously energetic conflagration of blue flames. All within the area take 1d6 point of fire damage per level (maximum of 15d8), a Reflex save allowed to halves the damage. On a failed Reflex save also leave a damaged creature prone and staggered for 1 round. Blue flare causes all ignitable objects within its area to catch fire, assuming they are not obliterated.
All creatures within or adjacent to the spell's area take 1 point of fire damage per caster level, which is not reduced even on a successful Reflex save.
