Flaw Based LA

Level adjustment sucks for many reasons even though it is meant for balance. LA buyoff exists but here's an alternative idea. When using a race with la you may instead take 2 flaws per LA level to lower the LA. You don't get bonus feats for taking the flaws as you already have LA as a problem.

For example someone who wanted to be a drow wizard without the LA would need to take 4 flaws to be considered LA 0.
