Your opponent is wrapped in cold smoke where they take 3d6 points of cold damage. Their movement speeds are set to 0, and they are unable to take attacks of opportunity for the duration. On a successful save they take half damage and no other effect.
Any amount damage or successful forced movement breaks the immobility and inability to take attacks of opportunity early. Unusually high temperatures (above 120 F) may also immediately break the effect.
Augment: For every additional power point you spend, this power’s damage increases by one die (d6). For each extra two dice of damage, this power’s save DC increases by 1.
For every 2 additional power points you spend, this power can affect an additional target in range within 15 ft of another target.
