Still offering a benefit to that same archetype (and dual-wielders) gives the feat a more universal application than limiting it to just the shield bearers. It is also nice in that it allows for some degree of tactical versatility within a melee-oriented class in terms of armament selection, which is relatively minimal in many a campaign given the need for raw damage output}}
