Balance Issues
This race breaks the action economy; for example, if the Dvati is a sorcerer, they would be able to cast two spells each round using Quickened Spell. They can also give themselves free advantage on attacks all day long something even the Arcane Trickster doesn't get without spending 13 levels and wasting their own bonus action.
