Troll Blood Elixir II

Troll Blood Elixir is always found as a pair of bound vials, one black one clear.
Elixir: When drunk, it provides the following effect: Immediately and at the beginning of each of their turns, the drinker regains 3 hit points, up to their hit point maximum for 1 hour. In addition, any limbs severed can be reattached, simply by holding the two ends of the severed limb together (this takes an action.
- Side Effects: Unfortunately, the elixir is hard on the body. When the elixir is drunk the character must succeed on a DC 12 Constitution saving throw or gain one level of exhaustion for 24 hours. If more than one dose of the elixir is drunk within 24 hours, this save is made with disadvantage.
The vial of black liquid is concocted from the blood of a troll and several other secret ingredients. It's smell has been compared to rotted meat.
