Voltran Fluff

As far as Voltran's fluff is concerned — Cipher is the criminal organization that acts as the antagonist of Pokémon Colosseum and Pokémon XD: Gale of Darkness. In both games, Cipher attempts to conquer the world with Shadow Pokémon — Pokémon that it has captured (frequently by outright stealing them from their original trainers with the assistance of Snag Machines) and horrendously abused to the point where they became emotionally shut down, mindlessly devoted to their handlers, and completely amoral (to the point where they had no problem with attacking people). Cipher made two major bids for world domination, and the second time around, they managed to turn Lugia, one of the mightiest Pokémon in existence, into a Shadow Pokémon. However, both times, they were defeated by a heroic trainer who used a Snag Machine of his own to steal their Shadow Pokémon and purify (read: rehabilitate) the poor creatures through love and affection. Anyways, Voltran was made by Cipher as part of its third world-conquest attempt. It was created as an assassin, to hunt down the world's leaders, bypass their security, and electrocute them without them having any chance to defend themselves. Cipher would then fill the power vacuum it created and conquer the world.

In order to perform its assassination role, Voltran was created to be extremely powerful and extremely fast. However, this came at the expense of its stability and physical capabilities. It was created from scratch so that it would have no existence prior to its existence from a Shadow Pokémon, and therefore be impossible to purify. --Luigifan18 (talk) 19:06, 21 August 2013 (UTC)
