Right, the compromise.... eeeehhhh, 1st level slots are not exactly rare, or useful, as you raise in level. I would gladly trade all of my 1st and 2nd level slots for abrupt jaunt for days.
As a standard action or move action this is just mobility. As an immediate though, it is a defense. There has to be something that prevents you from using this defense at all times, either through severe restrictions on uses per day, or some kind of side effect. Summoning sickness? You'd be a bit more wary to use it if you were nauseated the round after or something, making this something to use in an emergency.
