Fear provokes a flight, fight or freeze reaction. Hence, if a target of a fear spell should make his or her Will saving throw with a roll of 5 or more over the DC, they will become emboldened for 1d6 rounds (fight). Someone who is emboldened enjoys a +2 attack and +1d6 ferocity damage bonus only while they fight the source (caster, monster or magic item) of the fear. If they fail their Will saving throw within 4 of the DC, they will become shaken for 1 round per level. If they fail it by 5 or more lower than the DC, they will become panicked and flee (flight) to the best of their ability for 1d4 rounds. Should a panicked target become cornered, they will cower in fear. If targets fail the Will saving throw by 10 or more lower than the DC, they will cower (freeze) where they stand until the source of their fear is gone (or 1d4 rounds if only this spell).
