Arceus is an extremely powerful creature whose progeny became a wide variety of magical creatures, and who is believed to have created at least one Prime world. Arceus' powers are amplified by a number of magically infused plates, each of which have a link to him; these allow him to grant power to his clerics and operate as holy/unholy symbols (typically, the type of plate will reflect this).
Dogma
Arceus has very little in the way of dogma; his clerics are encouraged to maintain and live in harmony with nature around them, although the way of carrying this out varies since "nature" in this case includes such creatures as Otyugh and Koffing.
Clergy and Temples
Arceus' clergy generally don't form major organizations devoted to his worship; rather, they join the same organizations as Pokemasters and spread his teachings from there. In fact, the vast, vast majority of his clergy have at least one level in the Pokemaster class, since capturing Pokemon is considered not only acceptable practice but a way of becoming closer to Arceus himself.
