It's unclear, do you need to hit to provoke the saving throw, or does it automatically happen?

You do need to hit. In lue of dealing damage, you can attempt a save vs effect.
If you're not proficient, you don't add your proficiency bonus to the attack roll as normal. Since you need to hit first, this still is a disadvantage if you're trying to dismount people sans proficiency. -- Eiji-kun (talk) 08:11, 28 June 2023 (UTC)
