I agree with Foxwarrior. The idea is sound but the execution... it's attempting to be a one-size fits all solution to a collection of classes that don't even balance with each other normally, nevermind with this rule. I don't think it's viable. |

Nice try, but it needs a bit more careful tweaking on a class-by-class basis in order to really work.
10 minutes of rest for your metagame analysis is also pretty silly, because it's only 5 minutes longer than the (4e defined) recharge time of an encounter power. |
