The data on chaotic alignements is incorrect.  A Chaotic character doesn't necessarily "follow their conscience" (although a good-aligned chaotic PC would), nor does a lawful one necessarily "tell the truth".  A Jew in hitler Germany might lie to save a greater law:  not to kill and torture other people.

Lawful vs. Chaotic

Think of it like an activist. A vandal is a chaotic-evil, where an activist is choatic-good: tearing down the system to aid/make a greater one.
