Beyond what others have said, those saves are messed up here too. Do you not know save progression?

"Witches gain super natural abilities level and has no cast limit:" Cast limit? What? BTW, if you're handing out supernatural abilities that mimic spells, you still need a caster level equivalent.

"A witch may create one skeleton skeleton a day" Undead? Dead? Plaster? Of what creature?
"Witch's Wraith: For 1d20 rounds target within 40 feet gets a -2 to every stat and roll for each level caster level. this may not drop any stat below 1. this ability is at will and takes one standard action to cast." Is this a spell? SLA? How is targeting determined (single creature)? What is "stat"?
"Reborn Dream: A witch realizes life isn't meant to be held on to like this. gains a second class that starts at a second level, or they may prestige into any class ignoring any one requirement except for level, skill, ability, or class required, they may automatically gain this. There are no penalties for this. Any ex witch keeps any abilities they have had. If a Fabled witch would die their body vaporizes and their soul is reborn into any race they choose, they may keep any thing they have learned and will age at a rate of 1 year every day until they reach a desired age. They may no longer naturally age." Removing specific PRC requirements is fine (counts as having full bab for qualifying for PRCs, for example). Telling the players to negate any one PRC requirement is insane, and so is true immortality at level 5.

Wow, where do you even start? Horrible spelling, grammar/syntax, no-save ability penalties, broken summons, unexplained abilities, and unlimited true resurrection at level 5. Seriously what's not to love.
