Disrupting Spell [Metamagic]

You can cast spells that disrupt other caster's magical abilities.

Tier: Paragon

Benefit: You gain disrupting Spell as an encounter power.

You can cast spells that disrupt other caster's magical abilities.
Encounter
Free Action Personal
Requirement: You use an Attack Power.
Effect: Choose one target hit by the spell; that target takes a -2 penalty all attack rolls made as part as nonmartial powers until the end of your next turn.
