You don't want to have to constantly fiddle with your gun in a firefight. Military vs civilian is more an issue of legality (for example in Mexico, it's almost impossible for poor and middle class civilians to acquire firearms legally, whereas just over the border in California, elephant guns are legal and the far weaker assault rifles aren't.) Automatic and burst fire is just very, very hard to aim with. "I'll give you that this one is easier to swallow than the sniper rifle." Learning to maintain, set up, and fire a gun is easy. It's not that the weapon itself is bad (though, one-handed... really?), but I can't mechanically justify these stats being a Simple weapon. A club and morningstar this is not. Guns in general being "simple" to understand is not an excuse.

"Assault rifle" can cover a wide variety of weapons (AR clones, AK clones, F2K, QCB, TAR, etc.) which are very different.

Try firing a AR-15 with the butt placed in your crotch. It's doable. Then try the same with a .44 mag revolver (handle placed in your crotch, firing away form you).
