This spell originally was created to act as some kind of car wash.
A creature must make a Will save or be surrounded by floating orbs of water. Once per round as a move action you can have the orbs spray out high pressure water, bull rushing the creature using your caster level plus your spellcasting modifier as the bonus to your bull rush attempt. The force of the water leaves the target sputtering and half blinded from the spray regardless how far (if any) they were bull rushed, causing them to suffer a 20% miss chance on attack rolls for that round.
Alternatively as a standard action you can command all the orbs to spray their water inwards, giving it 50% concealment (and a 50% miss chance), and forcing the creature to hold their breath or drown in the water.
The created water evaporates quickly and so it doesn't flood an area.
If cast underwater, you get a +4 bonus on your bull rush, and targets take a -2 penalty on the saving throw.
