Since I know you were looking at this previously (and I agree, this is overkill), I do have a suggestion for rebuilding it.  Try this.

Your movement speed is 5 ft (after all, you can still crawl with your hands).  The wheelchair already requires one or both hands to operate movement, and thus is its own flaw.  It also makes you dependent on the wheelchair in the event it is sundered or otherwise broken.  As a wheeled device, some checks, generally jumping and swimming, are simply impossible.

If they take any physical action (directing the horse) their turn end. OS they still suffer severe movement and action penalties. --Leziad (talk) 01:03, 4 March 2015 (UTC)
