Not Fighter
Hmmm, interesting concept, though I am concerned on how it borks with pre-requisite issues to PrCs. Then again I suppose this is similar to gaining a sorcerer level through kobold tricks, but that requires two feats and some gold expendature, and cannot be done until level 3. As is, this is much stronger than that.
Either way, especially since this is granting actual wizard spells above and beyond your level, this feat is no where near Fighter level. Wizard for sure, though a less sleepy mind would have to see if this is balanced period.
On a side note, for a moment I thought this feat was Practiced Spellcaster. Slightly different name. (EDIT: On that note that's a great balancer.
