Rather than an item, this is a curse that can be applied to any item that is activated by command word. When the command word is spoken, all goes as normal - Except the command word is spoken again at the beginning of the user's turn, each round for an infinite duration. Items with limited uses will have their uses expended. However, if the item is cursed (Such as a cursed Stone of Controlling Earth Elementals that only summons destructive, evil elementals), then the item has effectively no limit on the number of times the Command Echo can activate its abilities.

A successful targeted Dispel on the item, followed by a Dispel Evil or Remove Curse while the item is disabled, will end the Command Echo and prevent  it from activating for 1d4 hours.
